Assembly Bill 286

It’s a great time for civic engagement and your opinion both matters and makes a difference. There are a number of pieces of cannabis legislation in Sacramento that we think you should know about. We hope you will take the time to read the below and, if you support the bill, to send in a letter of support to your local and state representatives.

Assembly Bill 286 (click here) passed with a 10-1 vote in committee on April 8th. The bill will next be heard by the Assembly Committee on Business and Professions on April 23, 2019.

Re: Support for AB 286

Dear (Supervisor/Senator/Assemblyman) _____________:

As a voter in your district/ a cannabis licensee/ farmer seeking a permit, and a member of The Nevada County Cannabis Alliance. I am asking you to support California Assembly Bill 286, a measure to reduce the excise tax rate to 11% until July 1, 2022, at which time the excise tax rate would revert back to 15%. This bill would suspend the imposition of the cultivation tax until July 1, 2022.

The barriers to entry for small farmers and local cannabis businesses are extremely high, and the degree to which the entire supply chain is being taxed is crippling the success of the regulated, legal cannabis industry both locally and state-wide. AB 286 will provide a necessary relief for these first initial years, assisting farms and businesses while they are in their start-up phase.

AB 286 will provide necessary and immediate relief to the immense tax burdens that are impeding the success of California’s regulated cannabis industry.  I strongly urge you to support AB 286 when it comes before you for a vote.
